Philip G. Martin, PE
President

Phil Martin graduated from the University of Illinois at Urbana-Champaign in 1984 with a Bachelor of Science degree in Civil Engineering. After starting his career with Turner Construction in Chicago, he returned to Springfield to work at MEC in 1991. He received his Professional Engineer certification in 1993. In 2003, he became President and majority owner of MEC.

Phil is responsible for the day to day operations of the firm. He also continues to serve as Project Manager/Principal for numerous projects.

Steven R. Walker, PLS
Executive Vice-President

Steve Walker graduated from Southern Illinois University-Carbondale in 1986 with a Bachelor of Science degree in Civil Engineering Technology. He began working at MEC in February of 1987 and received his Professional Land Surveyor certification in 2000. In 2003, he became Vice-President and co-owner of MEC.

Steve's experience includes layout, grade design, sanitary sewer design, hydraulic calculations for storm sewer design and sizing, and detention/retention calculations. He is the Project Manager/Designer for many projects. Steve specializes in conceptual phase layouts of new developments.

Adam S. Pallai, PE
Vice-President

Adam Pallai earned his Bachelor of Science degree in Civil Engineering from Southern Illinois University-Edwardsville in 2006. He began working part time at MEC in 2004 and started full time after graduating from college. He was promoted to Vice-President in 2019.

Adam serves as Project Manager/Project Engineer for numerous ongoing projects.

Adam also serves as the Grant Administrator for MEC and works with DCEO, USDA, CDAP grants for various municipalities.

Tyler K. Walker, PE
Assistant Vice-President

Tyler Walker graduated from Southern Illinois University Carbondale in 2012 with a Bachelor of Science in Civil Engineering. He is a registered Professional Engineer in the State of Illinois and is a USDA Certified Technical Service Provider in a variety of agricultural drainage related applications. 

Tyler joined MEC in July, 2021 as an Associate and will serve as Project Engineer on a variety of civil engineering projects.

Thomas J. (T.J.) Keys
Project Engineer II

T.J. Keys graduated from Southern Illinois University Carbondale in 2013 with a Bachelor of Science in Civil Engineering. He is a registered Professional Engineer in the State of Illinois and is certified in IDOT Documentation of Contract Quantities. 

T.J. joined MEC in April, 2022 and will serve as Project Engineer on a variety of civil engineering projects.

Jeremy L. Smith, PLS
Survey Department Manager

Jeremy Smith earned his Bachelor of Science degree in Advanced Technical Studies-Land Surveying from Southern Illinois UniversityCarbondale in 2005. He received his certification as a Professional Land Surveyor in 2010.

Jeremy serves as our firm's Survey Department Manager and has countless hours of experience in land development construction stakeouts, boundary, topographic, route, ALTA/ACSM Land Title, and miscellaneous surveys.

Brendan Padget, PE
Project Engineer I

Brendan Padget earned his Bachelor of Science degree in Materials Science & Engineering from the University of Illinois at Urbana-Champaign in 2015. He then earned his Masters of Business Administration in Science Management & Leadership from Webster University in 2018.

Brendan joined MEC in October of 2018 as a part-time survey crew member and construction inspector. He became full-time in August of 2019 and now serves as a Nuclear Density Technician, Construction Inspector and Engineer. He received his Professional Engineer License in 2022.

Kevin Williams
Project Designer

Kevin Williams earned his Bachelors Degree in Architecture from Southern Illinois University-Carbondale in 1987.

Kevin has been with MEC since 1992. His design experience includes layout, grade design, sanitary sewer design, hydraulic calculations for storm sewer design and sizing, and detention/retention calculations.

Steve Jeffers
Senior Engineering Technician

Steve Jeffers graduated with his Bachelor of Science degree from Western Illinois University in 1986.

Steve has been with MEC since 1990. His design experience includes layout, grade design, sanitary sewer and storm sewer design and sizing. He also utilizes AutoCAD for topographic mapping and drawing Plat of Surveys for the survey department.

Greg Anderson
Survey Crew Chief

Greg Anderson is a 1990 graduate of Lanphier High School. He joined MEC in 1993 as a survey crew rodman and has been our Survey Crew Chief since 1995.

Greg has countless hours of experience in the survey field as he has been our lead Crew Chief for over 25 years. He has performed boundary surveys, topographic mapping, right-of-way plans and plats, ALTA/ACSM Land Title surveys, residential, commercial, rural, small and large tract surveys, and countless construction stakeouts.

Bruce Davidson
Senior Engineering Technician

Bruce Davidson graduated from Texas Christian University in 1985 with a Bachelor of Science degree in Biological Sciences. He then attended Kansas University from 1987-1990 where he studied undergraduate engineering courses.

Bruce came to MEC in 1999 and has been an instrumental part of the construction inspection team and as a Sr. Engineering Technician when in the office. He has performed construction inspection services for roadway and sewer construction projects designed by MEC. He also has prepared construction plans and cost estimates.

Vicki Rowden
Administrative Assistant

Vicki Rowden graduated from Illinois State University in 1991 with a Bachelor of Science degree in Business Administration. She has been with MEC since 1999.

Vicki provides a wide variety of services for our office. Titles include: Receptionist, Secretary, Accounts Payable/Receivables, Purchasing, Office Manager, Human Resources, Copier Repair Technician, Payroll Clerk, Marketing Manager & Facebook Administrator. She has experience with Microsoft Word, Excel, MAS90, Quickbooks, Adobe, multi-function copiers, wide format copiers, binding machines, soda machines and coffee makers!

Zach Bourland
Survey Technician

Zach Bourland graduated from Southern Illinois UniversityEdwardsville in June 2018 with a Bachelor of Science in Construction Management, with a specialization in Land Surveying.

Zach joined MEC in March of 2019 as part of our survey crew. Prior to coming back to Springfield he worked at Alversons Surveying in Coffeen, Illinois as a Survey Crew Chief. His experience includes boundary surveys, survey monumentation, skilled research of legal documentation, preliminary calculations, drafting plats of survey, construction staking and topographical mapping.

Ryan Dodd
Survey Technician

Ryan Dodd recently returned to MEC after working for the Arch Coal Company since 2010. Ryan first started with MEC back in 2000 as a survey crew member before leaving to work at the coal mine. He has vast experience in all kinds of surveying (topographic, boundary, ALTA, floodplain, GPS control, etc.). Ryan graduated from Riverton High School and loves to fish and trap all kinds of animals in his spare time.

Larry Hoffman
Construction Observer

Larry Hoffman earned his Associate Degree in Construction Technology from Iowa State University in 1971. He presently works with our firm on a part time basis as an AutoCAD draftsman/estimator and as a construction observer. Larry also provides MFT guidance and processing for many Villages for our firm.

Larry retired from the Illinois Department of Transportation in 2002 after 25 years of service. While at IDOT he processed documentation for Motor Fuel Tax Maintenance programs, issued final acceptance and assign maintenance responsibility for construction projects, checked plans and proposal for compliance with design policies, tracked projects and funding, and advised officials of design requirements in accordance with policies and standards. Larry joined MEC in 2007.

Timothy Dixon
Construction Obsever

Tim Dixon earned his Bachelor of Science Degree from the University of Illinois, Champaign-Urbana in 1982. He joined our firm in early 2023 on a part time basis as a Construction Observer. 

Tim retired from the Illinois Department of Transportation in 2012 after almost 30 years as a Construction / Resident Engineer. As an IDOT Engineer, he communicated daily with contractors, consultants, City and County engineering and utility personnel along with fulfilling duties as required by Department Standards, policies and procedures, and accomplishing prescribed documentation guidelines.

Michael Leonard
Construction Obsever

Michael Leonard is a retired Professional Engineer who joined MEC in March 2023 as a Construction Observer. He obtained his M.S. in Civil Engineering from the University of Illinois in 1974. He has served as Project Director, Construction Manager, Senior Technical Reviewer, and Design Engineering on multiple project over the years and had been responsible for developing and implementing innovative, durable designs meeting stringent requirements of government and regulatory agencies. Prior to joining MEC he was self-employed as a Consultant.

Cade C. Hennemann
Staff Engineer, EIT

Cade Hennemann received his Bachelor of Science in Civil Engineering from the University of Memphis in May, 2023. He also has a Bachelor of Science in Physics from Illinois College. He is from Pawnee, Illinois.
